hours, the Constitutional Commission passed, by a majority vote, a
law on the enforcement of the Constitutional Charter of the
community of Serbia and Montenegro. #L#
A commission member, Dragoljub Micunovic, said last night that some
technical details should be yet elaborated and after that the law
would be forwarded into parliamentary procedure.
After the adoption of the said law and the constitutional charter by
parliaments of Serbia and Montenegro and by the current (Yugoslav)
federal assembly, the next task will be the elections of members of
a parliament of the future community, the election of a Council of
Ministers (the future joint government) as well as the election of
the president that new state, Micunovic added.
According to the decisions of the constitutional commission, both
the law and the charter should be adopted by a majority vote, i.e by
votes of over 50 percent of all MPs, in the parliaments of Serbia,
Montenegro and the current Yugoslav Federation.
A separate commission is to regulate the issue of the assets of the
incumbent Yugoslav Army (VJ). It should adopt a law on whether the
owner of the assets which now belong to the VJ should be that future
community or its members - Serbia and Montenegro.
