a large majority of employees in primary schools performed their

The government reiterates that the government budget for 2003 does
not envisage funds for the requested increase in salaries for non-
teaching staff in schools.
The amount of 80 million kuna, which accoding to union
representatives should be sufficient for the requested increase in
salaries, cannot be granted because it is unfair to increase the
salaries of non-teaching staff in schools and not do the same in
other public and state services sectors.
The government asserts that salaries in the education system are
higher than salaries for the same professions in the state
administration and other sectors.
Should salaries for all such professions increase in all services,
state and public alike, the budgetary resources for this endeavour
would have to increase to as much as a billion kuna. This amount of
money is not envisaged in this year's budget, the government says.
The government expects unions to present their requests at the next
negotiations on salaries, and that all social partners will manage
to find a timely and fair solution in dialogue, the government
says.
