The agreement was signed in the entity's capital of Banja Luka by Dragan Cavic of the Serb Democratic Party, Mladen Ivanic of the Party of Democratic Progress, Milorad Dodik of the Alliance of Independent Social Democrats, Petar Djokic of the Socialist Party, Marko Pavic of the Democratic People's Alliance, and Milanko Mihajlica of the Serb Radical Party.
Under the agreement, the signatories will hold talks to ensure consensus in case of proposing amendments to the Constitution, they will not allow "the undermining of the equality of the entities and constituent peoples in Bosnia-Herzegovina," and that through joint political activity they will "prevent the undermining of the constitutional order of Bosnia-Herzegovina and Republika Srpska through the unilateral imposition or favouring of any one people or entity".
The signatories are agreed as to the need of forming task forces which, as advisory bodies comprised of experts, would be in charge of drawing up within three months proposals for defining the position of the Serb entity within the expected proposals of the international community.
The signatories maintain that competent bodies of Republika Srpska and Bosnia-Herzegovina should cooperate with the Hague war crimes tribunal by fully implementing international obligations, and that full institutional cooperation in meeting commitments towards the tribunal should be asked from the governments in the state union of Serbia and Montenegro.
The agreement rules out the possibility of abolishing the Republika Srpska Interior Ministry and police "as part of a uniform system in Bosnia-Herzegovina with a clearly defined jurisdiction and structure".
The signatories maintain the time of having the High Representative in Bosnia-Herzegovina impose solutions is over, and that the international community should encourage national political structures in the creation and implementation of reforms, in which process they demand partner relations with representatives of the international community in the country.
Today's agreement is an answer by Bosnian Serb politicians to sanctions which High Representative Paddy Ashdown imposed on the entity on December 16 due to its failure to meet commitments to the Hague tribunal.
