SOFIA, Dec 7 (Hina) - The 12th ministerial conference of the
Organisation for Security and Cooperation in Europe (OSCE) ended in Sofia on
Tuesday with the adoption of all documents, but without a final ministerial
declaration, which was not adopted because of irreconcilable differences
between Russia and western democracies regarding the withdrawal of Russian
forces from Moldova. The fact that all proposed documents were adopted shows that negotiating
efforts gave results.
All 20 decisions are included in the statement by the chairman of the
OSCE -- which is the usual way of presenting ministerial decisions at meeting
at which the final declaration is not adopted. The statement was read at the
end of the meeting by the Bulgarian Foreign Minister and host of the
conference, Solomon Passy.
