Cesic said that although an independent candidate, he would advocate "the original principles of the Croatian Democratic Union (HDZ)", and that he would continue the policy established in 1990 by the late Croatian President Franjo Tudjman.
"That policy strengthens national unity," Cesic said adding that Croatia was divided at present.
Commenting on his rivals, Cesic said that the incumbent President Stjepan Mesic and HDZ vice-president and presidential candidate Jadranka Kosor were using the same sources of power.
He went on to say that by leaving the HDZ ten years ago on the eve of Croatian Army liberation operations, President Mesic wanted to cause a coup in Croatia, and that Kosor joined the HDZ only when she was certain that the Croatian state had been established.
He added that Mesic should be tried for treason.
If elected president, Cesic said he would "release from prison General Mirko Norac", who is serving a sentence for war crimes.
Commenting on a recent report by the UN war crimes tribunal's chief prosecutor, Carla del Ponte, to the UN Security Council, Cesic said that her criticism of Croatia over the Gotovina case was the result of the poor performance of Croatian diplomats.
Cesic also criticised the work of the Counter-intelligence Agency over the case of reporter Helena Puljiz, stating that one should introduce order into the agency and that he would do so if elected president.
Cesic introduced his election headquarters and showed reporters video recordings and photos documenting his role in the war.
