PARLIAMENT SPEAKER BELIEVES OPPOSITION WON'T SUCCEED IN REPLACING FOREIGN MINISTER

ZAGREB, Nov 8 (Hina) - Parliament Speaker Vladimir Seks does not believe the opposition will manage to collect the required 77 votes for Parliament to give a vote of no confidence in Foreign Minister Miomir Zuzul.

Speaking on Croatian Radio on Monday about the opposition's request and some media's claims that two ruling coalition parties -- the Pensioners Party (HSU) and the Independent Democratic Serb Party (SDSS) -- would back the request, Seks said he did not think the opposition would succeed in having Zuzul replaced.

Seks said the request filed by the Social Democrats (SDP), the People's Party (HNS) and the Peasant Party (HSS) would be officially included on the agenda on Wednesday and that Parliament would address it in late November or early December.

Seks said the ruling Croatian Democratic Union (HDZ) would firmly support the Government in opposing Zuzul's dismissal.

Speaking of frequent media allegations of Zuzul and his wife Tatjana's involvement in bribe-taking and of Zuzul being in conflict of interest, Seks described them as "the crown of a major campaign against members of the HDZ-led Government".

"The campaign and the attacks, the months of accusations and requests for the replacement of ministers Hebrang, Primorac, Skare-Ozbolt and Kalmeta have lasted long, culminating now in the combined requests by the opposition and other politicians that Zuzul resign. Those are all synchronised political moves aimed at destabilising the Government and the parliamentary majority in a delicate time when the budget has to be adopted, and at planting wedges between the HDZ and its coalition partners."

Seks said the sense that facts were necessary to accuse someone and request their resignation was lost in those attacks.

Seks said the facts would be established by the State Prosecutor's Office, which he voiced confidence would determine if Zuzul exceeded his authority and undermined his moral credibility. He added the State Prosecutor's Office report was expected in about 10 days and that it would be included in the parliamentary debate.

Asked if the Zuzul case demonstrated how much Croatia needed a conflict of interest commission, Seks said all parliamentary parties would reach consensus as to the need of appointing a new commission.

He added all parties reached consensus as to what clubs of deputies should do with "unruly" members of Parliament so as to reduce the number of insults being made during sessions. Seks also said he had nothing against sessions not being broadcast live on television because in that case insults would be less frequent.

He underlined that the HDZ would not agree to giving the parliamentary minority the dominant role in dictating the pace of sessions.
