The lowest pension will be equivalent to 45 percent of the average net salary in Croatia, which means that at the moment it will amount 1,773 kuna.
The right to this pension may be given to former veterans who are not entitled to old-age pension under the pension insurance law when they reach the age of 60 for women and the age of 65 for men.
Under the new bill, the time limit for recognition of the status of veterans suffering from Post-Traumatic Stress Disorder (PTSD) will be extended to ten years after the end of the war.
The bill defines that the period of participation in the Homeland Defence War lasted from 5 August 1990 to 30 June 1996. The definition of the Croatian Homeland Defence War Veterans will include members of the Croatian Armed Forces, volunteers and members of the armed units of Civil Defence and the so-called HOS units.
Commenting on the bill, Prime Minister Sanader said the proposed law reinstated dignity of Homeland Defence War veterans and provided them with a better material status to the extent to which it was possible.
Budgetary funds totalling 3.6 billion kuna should be allocated for the enforcement of the new law.
Deputy Prime Minister and War Veterans' Affairs Minister, Jadranka Kosor, voiced hope that the law would be adopted in the parliament by consensus of all parties.
