CONFERENCE ON COURT EFFICIENCY HELD AT BJELOLASICA

BJELOLASICA, Oct 7 (Hina) - A national conference on court efficiency, which is the last part of the "Independence and Objectivity of the Croatian Judiciary" project, implemented by the Canadian section of the International Association of Lawyers, the Croatian Legal Centre and the Croatian Helsinki Committee for Human Rights, is being held at the Olympic centre of Bjelolasica in central Croatia.

The project, launched in 1999, is aimed at strengthening the independence and objectivity of Croatian judges.

After the initial two years, the project was prolonged for another two years, including seminars and study tours of judges to Canada.

The Bjelolasica event consists of two conferences - on court efficiency and respect for human rights.

In his introductory speech, Supreme Court president Ivica Crnic said that the number of solved court cases had been on the increase in the last few years, but that backlogs were also increasing due to the growing number of new cases.

The backlogs were caused by the insufficient number of judges and other court staff, Crnic said.

Commenting on the performance of land registries, Crnic said that Istria and northern Croatia set a positive example of efficiency, while the situation in Zagreb and Split was the most difficult.

The presidents of municipal courts in Varazdin and Pula submitted reports on the results of a pilot-project aimed at measuring court efficiency.

Varazdin Municipal Court Damir Kontrec reported a 17-percent monthly increase in the number of solved cases in the period between 2003 and 2004.

Pula Municipal Court president Bruno Cobilj reported an increase in court settlements and an increase in the number of solved cases in relation to the period before the pilot-project.

The Bjelolasica conference is attended by 70 judges and law experts.

If this project proves successful, the organisers intend to offer it to the Justice Ministry's Judicial Academy as a model of permanent education of judges.
