He was asked by the press to comment on the claim by the head of the Catholic Church in Bosnia, Cardinal Vinko Puljic, that the position of Croats in Bosnia is worrying.
"The question is who is responsible. The political parties which represented Bosnian Croats promoted some sort of moving to different territories," Tihic said in Zagreb where he attended a conference called "The Future of Southeast Europe: Bosnia-Herzegovina, Croatia, Serbia and Montenegro, and the Prospect of Euro-Atlantic Integration".
He added the Catholic Church was partly responsible for that because it failed to say that was not the Bosnian Croat people's interest.
Responding to the same question, Croatian President Stjepan Mesic said that "those who today criticise should tell the complete truth. There is blame on every side, but let's not forger our own blame".
Mesic and Tihic agreed the return of refugees and displaced persons was strategically important for both Croatia and Bosnia-Herzegovina, but added reconstructing houses and returning property was not enough.
The two officials said it was necessary to create conditions for living and a climate of confidence which would make people want to return to prewar homes.
