The Electronic Media Law has not envisaged procedure for government's
proposal of seven candidates which the parliament would then support.
Therefore, in line with the previous practice, the government is going
to invite public bids for the posts, the Ivo Sanader cabinet concluded
at its session on Wednesday.
The law on the matter was adopted more than six months ago. The former
government did not propose the council's members and the Council of
Europe criticised it for this, Culture Minister Bozo Biskupic said on
Wednesday. He added that funds for the development of electronic media
could not be appropriated without the established council.
Potential candidates for the council must be Croatia's nationals, and
have knowledge and experience in the electronic media or in the
publishing or cultural activities.
The elected members will carry out the job as professionals. They
cannot be officials in the state administration, in executive or
judicial branches or political party activists. They cannot be owners,
share-holders or members on managing and supervisory committees or
directors in the Croatian Radio or Television.
According to the government's proposal, the first composition of the
council will consist of two members, elected for three years in
office, two members for four years, and three members for five years.
The invitation for the applications, which will be filed to the
Culture Ministry, will be opened 15 days.
