BELGRADE, Nov 8 (Hina) - Serbia and Montenegro has made great progress in cooperation with the Hague war crimes tribunal, but this job is not over and the remaining fugitives should be surrendered so that negotiations with the European Union could continue undisturbed, the European Commission's Director for Western Balkans, Reinhard Priebe, said on Tuesday.

The state union and the EU yesterday began negotiations on a Stabilisation and Association Agreement and today discussed cooperation with the UN court and the status of minorities.

Priebe said the remaining fugitives should be arrested adding that he did not think they would surrender.

The minister for human and minorities' rights, Rasim Ljajic, said he did not expect a voluntary surrender of the indictees but more intensive cooperation which would result in their arrest and extradition.

Ljajic said he expected chief prosecutor Carla del Ponte to give a positive assessment of the state union's cooperation with the tribunal in December. He added he would meet del Ponte in The Hague soon.

Speaking of minorities, Ljajic said today's talks did not focus on the position of minorities in the province of Vojvodina but on how minorities were being integrated into state bodies, notably the judiciary and the police.

Priebe said the authorities in Serbia had taken the minorities' issue seriously and that the measures taken to protect them were well-founded.

He added the next negotiating round would be held in December.
