SARAJEVO, Oct 21 (Hina) - Bosnian Prime Minister Adnan Terzic said in Sarajevo on Friday he expected his country to sign a Stabilisation and Association Agreement with the EU by the end of 2006.

Speaking at a news conference after the European Commission recommended opening talks with Bosnia-Herzegovina, Terzic said the biggest challenge for the country during the process of negotiation would be its internal structure which limited the government's powers and required participation of the country's entity governments in decision-making processes.

This will be a complex process requiring maximum efforts on the part of all factors in the country, regardless of what plans they have for elections, scheduled to take place next autumn, Terzic said.

The head of the European Union delegation in Bosnia-Herzegovina, Michael Humphreys, warned that the upcoming negotiations must not be burdened by the election campaign, which is expected to start at the beginning of next year.

The EU wants negotiations with Bosnia-Herzegovina to proceed the way they did with Croatia and Macedonia and be completed in a year's time, Humphreys said.

He added that regardless of the talks with Bosnia, the EU would continue to closely monitor the implementation of reforms, primarily the reorganisation of the country's police forces and the public broadcasting system.

Another obligation that remains is for Bosnia-Herzegovina to improve its cooperation with the UN war crimes tribunal for the former Yugoslavia.
