Sabor to adopt resolution declaring Slovenia's decision legally void

ZAGREB, Oct 5 (Hina) - The Croatian parliament will discuss and adopt on Thursday a resolution declaring the Slovene parliament's decision proclaiming a continental shelf and protected ecological zone in the Adriatic legally void, Croatian Parliament Speaker Vladimir Seks said on Wednesday.

"The resolution will lay emphasis on declaring the Slovene parliament's law legally void, and we will definitely support the Croatian government's decision to start the demarcation procedure before an international judicial body," Seks told reporters after a session of the parliament presidency.

He added that parliament had decided by consensus to set up a task force to prepare the text of the resolution today.

The resolution is expected to incorporate the Croatian parliament's declaration from 1994 which proclaimed as legally void a Slovene law declaring several settlements in the Istria region part of Slovenia's territory. The 1994 resolution also said the law constituted a territorial claim.

The draft resolution will be submitted to the parliament presidency, which, after it reaches agreement on its text, will send the resolution to parliament to be discussed by leaders of clubs of deputies.

Opposition deputies Zlatko Tomcic of the Peasant Party (HSS) and Anto Djapic of the Party of Rights (HSP) expressed their reservation towards the proposal to settle the border dispute with Slovenia through arbitration, adding that they believed Croatia should rather sue Slovenia before the International Court of Justice in The Hague.

"We have a stronger institution of international law - the recommendation by the EU Council of Ministers for Croatia to solve problems with its neighbours by filing a lawsuit with the International Court in The Hague," Djapic said, adding that arbitration would only procrastinate the whole process.

Tomcic said it was important for parliament to state that Slovenia's decision constituted an encroachment on Croatia's sovereignty.

Asked to comment on Tuesday's statement by Independent Democratic Serb Party (SDSS) leader Vojislav Stanimirovic that the Serbian language should become an official language in parliament, Seks, Djapic and Tomcic said that under the constitution the only official language in parliament was the Croatian language and that bilingualism was guaranteed only in local self-government units.
