ZAGREB, Sept 8 (Hina) - The president of the Social Democrats (SDP) has said that by presenting the key goals of his "future government" the strongest opposition party is not launching a pre-election campaign although the SDP is ready for elections.

Speaking to the press in Zagreb on Thursday, Ivica Racan said his party was using its time in the opposition to strengthen itself and find good answers for the biggest problems in Croatia.

Racan said the key goals of the SDP policy were employment, a strong and accelerated economic growth, a reform of state administration, an efficient judiciary, a safer environment for citizens, higher powers for local government and fiscal decentralisation. He also underlined that the rich should pay higher taxes.

Racan said the Ivo Sanader cabinet was continuing with a series of "bad decisions" which he added were adopted rashly and for the benefit of some interest groups.

He added the SDP would ask in parliament that people in the government be held accountable for the latest scandals involving the Liburnija and TLM companies.

Racan said the last two years saw a decrease in spending and a growth in prices, which he added were the consequences of a poor economic policy and the lack of a development orientation and economic programmes.

Asked why his political strategy did not highlight Euro-Atlantic integration, Racan said he was speaking of what he intended to do and not what he intended to continue.

Commenting on possible arbitration in the border dispute with Slovenia, Racan said the neighbouring country was not inclined to arbitration because it was aware its starting positions were poor. He added Croatia should beforehand commit to accepting the result of international arbitration so that the process could be launched as soon as possible.
