The High Representative blamed two parties from the Bosnian Serb entity for the failure of the talks - the Serb Democratic Party, which is led by the incumbent President of Republika Srpska, Dragan Cavic, and the Alliance of Independent Social Democrats, led by former entity PM Milorad Dodik. Representatives of the two parties did not show up for today's meeting, which Ashdown described as irresponsible.
The police reform is one of the key conditions which Bosnia must meet in order to sign a Stabilisation and Association Agreement with the EU.
The meeting held in Sarajevo today was one in a series of this year's meetings held under the chairmanship of the international community, which is trying to make political parties from Bosnia's two entities reach agreement on police reform.
Political parties from the Croat-Muslim entity advocate without exception the restructuring of police which would result in the establishment of police regions crossing entity borders, which has been consistently opposed by parties from the Serb entity.
