The Council also said that it could not take a position on the possible effect of the approval of the request on the prevention, limiting or undermining of market competition before the influence of this has been felt.
An expert opinion on VIPnet's request was asked by the Croatian Telecommunications Agency.
The AZTN Council said the fact that an operator was a considerably strong market force was not banned by market competition rules. It added the rules banned the abuse of such a leading position and that this abuse had to be proved in proceedings before the AZTN.
