Solana disappointed by Bosnian leaders' failure to reach agreement on police reform

BANJA LUKA, May 21 (Hina) - The European Union High Representative forthe Common Foreign and Security Policy, Javier Solana, has said he hastalked with the international community's High Representative toBosnia-Herzegovina, Paddy Ashdown, several times in the past week over"disappointing news" that Bosnian leaders have failed to reachagreement on police reform.
BANJA LUKA, May 21 (Hina) - The European Union High Representative for the Common Foreign and Security Policy, Javier Solana, has said he has talked with the international community's High Representative to Bosnia-Herzegovina, Paddy Ashdown, several times in the past week over "disappointing news" that Bosnian leaders have failed to reach agreement on police reform.

"I nevertheless believe that there is still a chance for leaders in Bosnia-Herzegovina, particularly in Republika Srpska, to rectify that failure," Solana said in an interview with the Banja Luka-based Nezavisne Novine newspaper published on Saturday.

He warned that the Bosnian Serb parliament must decide whether police reform would be implemented in Bosnia-Herzegovina as this would open the door to the country on the path to European Union membership.

"At the moment we have a situation that police forces cannot cross the inter-entity borders. This is a fundamental issue that needs to be resolved in order to successfully restructure the present police system and achieve police efficiency. Police restructuring is the last necessary thing that has to be harmonised before Bosnia-Herzegovina opens talks on the Stabilisation and Association Agreement and the first stage on the road towards European integration," Solana said.

Republika Srpska President Dragan Cavic has used his influence to ensure that the Bosnian Serb parliament schedules an emergency session for May 30 to discuss the restructuring of the police forces in Bosnia-Herzegovina.

The country's parliamentary parties broke off talks last week because Serb representatives could not agree to the conditions set by the European Commission, which demands central financing of the police, establishment of police regions that would ignore the inter-entity borders, and exclusion of the police from the influence of political parties.
