SARAJEVO, April 25 (Hina) - The chairman of Bosnia-Herzegovina's Council of Ministers, Adnan Terzic, has said that he is expecting the European Commission to greenlight in late May the start of negotiations with Sarajevo on a Stabilisation and Association Agreement (SAA).

Addressing members of the Bosnian Parliament's House of Peoples, Terzic informed them on Monday that Bosnia had so far carried out 95 percent of reform jobs, which the pertinent Feasibility Study envisaged as a precondition for the start of the SAA negotiations.

If the rest is done in the coming month, the EC can approve the start of the negotiations on the SAA, which would commence in the autumn, the Bosnian premier said.

He cautioned, however, that some important political issues should be solved, such as the adoption of a law on a public radio and television network, police reform and the regulation of the Ombudsman's status.

According to a letter which European Enlargement Commissioner Olli Rehn recently sent to Terzic, the EC also insists on full cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY).

Terzic, however, does not believe that this issue may be a stumbling block on the path towards the start of the negotiations.

Leaders of major political parties and the international High Representative to Bosnia, Paddy Ashdown, are now trying to reach consensus on uniting the 14 existing police structures and their single supervision at the state level.

A draft law is still "on hold" while Croat parliamentarians insist on the establishment of a separate TV channel broadcasting programmes in the Croatian language. This request is being rejected by some local as well as international representatives who claim that it is not a realistic demand.
