PM to head Croatian delegation at Tuesday's talks in Luxembourg

ZAGREB, April 25 (Hina) - Prime Minister Ivo Sanader told the press on Monday he would head a Croatian delegation which is due to hold talks in Luxembourg on Tuesday with a task force in charge of evaluating Croatia's cooperation with the Hague war crimes tribunal.

According to sources at the government, it was concluded the prime minister should head the delegation because the meeting, the first by the task force, will provide Croatia with the chance to talk about cooperation with the UN court in connection with the last outstanding issue, the runaway indictee Ante Gotovina.

The delegation will include, among others, Foreign and European Integration Minister Kolinda Grabar-Kitarovic and State Secretary Hidajet Biscevic.

The task force comprises representatives of Luxembourg, Great Britain and Austria, EU foreign and security policy chief Javier Solana and Enlargement Commissioner Olli Rehn.

Tomorrow they are scheduled to hold separate talks with the Croatian delegation and the Hague tribunal's chief prosecutor, Carla del Ponte, about whether Croatia is meeting the last condition to start EU entry negotiations.

According to senior government sources, the Croatian delegation will approach tomorrow's talks in line with its partnership with the tribunal and constitutional law on cooperation with it.

Tomorrow the Croatian delegation is expected to present what Croatia has done in connection with the Gotovina case since March 17, when its EU entry negotiations were postponed, and what it intends to do in that respect.

According to senior government sources, Croatia might penalise individuals in some institutions and replace more officials at the Interior Ministry. Allegedly, Interior Minister Marijan Mlinaric's departure is being prepared.

One senior government source said some officials in state institutions might be replaced due to command responsibility.

According to unofficial sources, an agreement has been reached with the president to draw up a new bill on security services. Sources close to the government said two possibilities were being seriously considered, to retain the existing two civilian and one military secret service, or to unite the two civilian into one civilian secret service and have one military intelligence service.

Croatia will also present what it has learnt about Hague tribunal indictee Ivica Rajic and the network which protected him, the forged passports case, the so-called Ahmici group, the replacement of the Interior Ministry's Crime Police Department chief, information leakage, and the Hrvoje Petrac case.

The government sources expect the first meeting of the task force to be followed by several weeks of evaluation of tomorrow's talks. They say it is difficult to say if there will be another round of talks.

Senior government sources said no decisions would be made tomorrow because decisions were not made by the task force, but by the EU Council of Ministers.
