The agreement guarantees the rights of the Serbian and Montenegrin minorities in Croatia and of the Croatian minority in Serbia and Montenegro in the areas of culture, education, media, and scientific research of the national heritage.
The agreement provides for the free use of minority languages and scripts, education according to special curricula, public information in minority languages, and the promotion of ethnic, cultural and religious identity.
The agreement was signed in Belgrade on November 15, 2004 by Serbia and Montenegro's Minister for Human and Minority Rights, Rasim Ljajic, and Croatian Justice Minister Vesna Skare Ozbolt.
