OSCE says Macedonia fails to adequately address electoral shortcomings

SKOPJE, March 28 (Hina) - The Second round of the municipal electionsin Macedonia held on Sunday, was generally well conducted in themajority of the country, while in some areas again the elections didnot meet OSCE and Council of Europe standards for elections,guaranteeing universal and equal suffrage and ensuring secrecy of theballot, an international mission of observers reported on Monday.
SKOPJE, March 28 (Hina) - The Second round of the municipal elections in Macedonia held on Sunday, was generally well conducted in the majority of the country, while in some areas again the elections did not meet OSCE and Council of Europe standards for elections, guaranteeing universal and equal suffrage and ensuring secrecy of the ballot, an international mission of observers reported on Monday.

Even though some efforts were made to address first round irregularities, the authorities did not act consistently to remedy cases of obvious malpractice, read a statement issued by representatives of OSCE office for Democratic Institutions and Human Rights (OSCE/ODIHR) who were monitoring the elections in Macedonia, together with representatives of the Council of Europe.

"Whilst the generally good conduct og polling for the second round in most parts of the country is again welcome, the persistent and widespread irregularities elsewhere give rise to serious concern, threaten the integrity of the whole process and must be addressed as matter of urgency," said Julian Peel Yatesm head of the OSCE/ODIHR mission.

The head of the Cizbcuk of Europe Congress delegation, Keith Withmore pointed to the absence of women from many electoral boards and polling stations. "It is crucuial that all the country's citizens are properly represented in its official and elected institutions and that all citizens' right to vote is respected," he said.

The second round of the local elections in Macedonia was held in 57 municipalities. Between the two round the observers noted that legal deadlines were respected for announcing initial results and deciding on complaints and appeals. However, delays in announcing results in some municipalities undermined public confidence in the results, the statement said
