ZAGREB, March 28 (Hina) - The Croatian association called "Centre - Appeal for the Protection of Human Rights of Detained and Missing Croatian Citizens" has launched an initiative for amending the 1948 UN Universal Declaration of Human Rights.

The initiative was presented on Easter Monday morning after the association's members, Croatian Justice Minister Vesna Skare Ozbolt, members of the Croatian Homeland Defence War Widows' association, war veterans and a Catholic priest said a prayer in front of the Wall of Pain erected in Selska Street in Zagreb in memory of 13,650 Croatians who were killed or went missing during the Homeland Defence War.

Presenting the initiative, the association's head, Zdenka Farkas, said the centre was proposing that the Declaration's Article 3, which reads that "everyone has the right to life, liberty and security of person", should be amended so as to include the proposition that life, liberty and security of person should be ensured until the natural death of any individual.

The association also proposes two new articles, namely Article 31 and 32. The former would regulate the right of everyone to his or her dignified funeral and grave and the right of the family to be given credible information about it.

The other article would regulate sanctions for deaths by force, namely killings perpetrated without valid trials, and those sanctions could be imposed in all times and areas, with ensuring punishments for perpetrators and compensation for injured families.
