Sabor discusses changes to FINA, draft law on new municipalities

ZAGREB, March 18 (Hina) - Although they supported the Croatiangovernment's project 'One Stop Shop', most clubs of parliamentaryparties on Friday warned that draft amendments to the law on theFinancial Agency (FINA) would not help implement this project on theground or contribute to removing administrative obstacles andaccelerating economic growth.
ZAGREB, March 18 (Hina) - Although they supported the Croatian government's project 'One Stop Shop', most clubs of parliamentary parties on Friday warned that draft amendments to the law on the Financial Agency (FINA) would not help implement this project on the ground or contribute to removing administrative obstacles and accelerating economic growth.

Members of parliament objected that the amendments were unclear about FINA's tasks. They also criticised the government for being slow in implementing reforms, which is why they fear that the One Stop Shop, which they describe as good, would not achieve set objectives.

The Ivo Sanader Cabinet launched this project last year with the aim of reducing bureaucratic obstacles in the process of obtaining licences and permits necessary for opening private businesses.

FINA is the main carrier of the project.

Later in the day, MPs criticised the Sanader cabinet for trying to achieve better results in the coming local elections by tailoring the administrative boundaries of new municipalities.

Zdenko Antesic of the Social Democratic Party (SDP) said he wondered whether the government had succumbed to the pressure of local Croatian Democratic Union (HDZ) officials when it moved a proposal on establishing new municipalities.

Damir Kajin of the Istrian Democratic Party (IDS) said the current government was toying with the idea of setting up new municipalities while at the same time neglecting the interest of the wider community.

Ratko Gajica of the Independent Democratic Serb Party (SDSS) complained that the amendments might cement the recent changes of names of some municipalities such as Hrvatsko Polje (Croatian Polje) instead of the previous Srpsko Polje (Serb Polje) or Gvoz which now stands instead of Vrginmost and which is, he added, contrary to the wish of local residents.

The draft law proposes the establishment of nine new municipalities - Lopar, Podvinje, Vinodolska, Crsi, Funtana, Tribunj, Stitar, Tar Vabriga and Budrovac. It also stipulates changing or erasing the names of some residential areas.
