ZAGREB, Feb 16 (Hina) - The Croatian Parliament on Wednesday endorsed the draft National Consumer Protection Programme for 2005/2006, but MPs warned that Croatian consumers were still not protected enough.

The programme, based on the Consumer Protection Act, defines priorities, specific tasks and time limits and identifies those responsible for particular activities.

Opposition deputies said that users of public services, such as heating, telephony, water supply and transport - were least protected.

"Croatian Telecom (HT) charges for telephone calls as it pleases, although it has been asked several times to charge per second," said Ljubica Lalic of the Peasant Party (HSS). She added that consumers were also forced to pay for stolen electricity and heating because suppliers were unable to resolve the problem.

"The government criticises local government units and does not see its own monopolists," said Damir Kajin of the Istrian Democratic Party (IDS), citing the Croatian Electricity Board (HEP), Jadrolinija shipping company, Hrvatske Sume forest management company, and Croatian Rail.

Deputies also criticised huge food imports, saying that all sorts of food were being imported, including articles of the lowest quality, and raised the question of consumer protection in the banking sector.

"Why are interest rates in Croatia twice higher than those in the countries where these banks come from, and who will protect citizens against usurious interest rates?" asked Party of Rights (HSP) deputy Ruza Tomasic.

Parliamentary parties agreed that consumers should be better informed and that sufficient funds should be secured for the implementation of the programme.
