Wartime Muslim commander Halilovic is accused of failing to prevent the deaths of 63 civilians during a military campaign by his troops against Bosnian Croat forces, prosecutor Sureta Chana said.
According to the indictment, Halilovic, 53, planned and led attacks on the Croat-held villages of Grabovica and Uzdol during the war between the country's Muslims and Croats in September 1993.
Chana said Halilovic did not take any serious steps to punish the perpetrators and ripped up an order from the army's highest commander Rasim Delic, instructing him to investigate the crimes and prevent similar actions.
The indictment against him was issued in 2001 after which he voluntarily surrendered to the ICTY. He was granted provisional release at the end of 2001.
