was declared an honorary citizen of Dubrovnik at a session of the City Council
on Friday, with 14 councillors voting in favour of the proposal and eight
against.As the European commissioner in charge of external relations, Chris
Patten advocated that Southeast European countries should be judged
individually on their path to EU membership, which significantly speeded up
Croatia's progress towards the bloc, the Council said in an explanation of its
decision.
Patten served as external relations commissioner from 1999 to 2004. He
is now chancellor of the University of Oxford.
