US official says Kosovo will not set precedent for other disputed cases

Kosovo is a unique case and it cannot set a precedent for any other case, such as the South Caucasus, the Transnistria Region or Indonesia, Fried said, adding that claims by some governments that Kosovo could set a precedent were neither responsible nor convincing.

Fried was attending a meeting of foreign ministers from Croatia, Macedonia and Albania, countries that are parties to the US-Adriatic Charter.

The meeting was later joined by foreign ministers from Bosnia-Herzegovina, Montenegro and Serbia, which were recently invited to join NATO's Partnership for Peace programme.

UN special envoy for Kosovo Martti Ahtisaari is expected to present a proposal for Kosovo's final status after parliamentary elections in Serbia, scheduled for January 21.

The US official commended Kosovo Albanians for realising that what was good for Serbia, such as the invitation to join Partnership for Peace, needed not to be bad for Kosovo.

NATO has demonstrated confidence in Bosnia, Serbia and Montenegro by inviting them at the recent summit in Riga to join Partnership for Peace, the first stage in preparations for NATO membership, Fried said.

The three countries have made progress and they still have a lot to do, he said.

Fried added that NATO's decision underlined that Serbia and Bosnia-Herzegovina had to do more in meeting their obligations towards the Hague war crimes tribunal, such as arrest the remaining fugitives, including Ratko Mladic and Radovan Karadzic.
