ZAGREB, Nov 30 (Hina) - The Croatian government on Thursday proposed amendments to the Law on Farming Incentives, the Law on the Prevention of Conflict of Interest and the Law on Decorations and Awards, and formulated a set of bills which are part of efforts to adjust domestic legislation to that of the EU.

Under the new bill on the Croatian Bank for Reconstruction and Development (HBOR), this institution would be defined as a development and export bank and its purpose would be to stimulate Croatia's economic development.

The bill on farming incentives proposes introducing new incentives, such as for oil rape intended for the production of bio-diesel, for the growing of peas, etc.

The amendments to the Law on the Prevention of Conflict of Interest propose that the law should also apply to the chairperson, the vice-chairperson and members of the State Election Commission.

Under the amendments to the Law on Decorations and Awards, which are aimed at protecting the values of the Homeland War, participation in or some other kind of contribution to the war can be acknowledged only with decorations and awards stipulated by this law, and the President of the Republic is the only person that may also issue such awards on the basis of other regulations.

The government sent to parliament a bill amending the law on the recognition of educational qualifications acquired abroad, and the final bill on catering business.

The government also adopted the European Commission's 2006 Progress Report for Croatia and sent it to Parliament so that deputies could become acquainted with its contents.

The government adopted a conclusion binding bodies of state administration to consider progress grades for relevant areas and take appropriate steps to implement the necessary measures.
