The Istrian Democratic Party (IDS) and the Croatian Party of Rights (HSP) insisted that the bill favoured the ruling Croatian Democratic Union (HDZ) party and the strongest opposition party, the Social Democratic Party (SDP), saying they would continue to receive most of the funds from the budget, while smaller parties would be "left with crumbs."
Jozo Rados of the Croatian People's Party (HNS) said that the amount of budgetary money allocated to the parliamentary parties should no longer depend only on a party's number of seats, but that half the amount should be equally distributed to all the parties, while the other half should be allocated based on the number of deputies.
Zlatko Kramaric of the Croatian Social Liberal Party (HSLS) agreed with Rados, saying that all the parties should be guaranteed "equal, fair-play conditions in political competition."
HDZ deputy Drazen Bosnjakovic said that the proposed bill "is a step forward towards the transparency of political parties so that citizens would be able to see who is funding them."
