Ongoing negotiations on CEFTA still without results

ZAGREB/BRUSSELS, Oct 20 (Hina) - Participants in the ongoing Brussels negotiations on amending and expanding the Central European Free Trade Agreement (CEFTA) have still not managed to harmonise positions on all articles of the relevant agreement, Croatian Economy Ministry State Secretary Vladimir Vrankovic, Croatia's chief negotiator in the talks, told Hina on the phone on Friday.
ZAGREB/BRUSSELS, Oct 20 (Hina) - Participants in the ongoing Brussels negotiations on amending and expanding the Central European Free Trade Agreement (CEFTA) have still not managed to harmonise positions on all articles of the relevant agreement, Croatian Economy Ministry State Secretary Vladimir Vrankovic, Croatia's chief negotiator in the talks, told Hina on the phone on Friday.

According to him, the 'questionable' articles refer to fiscal discrimination, state monopolies and the functioning of the so-called joint committee. Regarding the latter, the problem is how the body will be financed.

Officials of Croatia, Albania, Bosnia-Herzegovina, Bulgaria, Montenegro, Macedonia, Moldova, Romania, Serbia and the UN Mission in Kosovo (UNMIK) are holding the fourth round of negotiations in Brussels. The talks began on Thursday with bilateral meetings and sessions of task forces.

Later in the day, they are expected to hold a plenary session at which legal experts should clarify disputable issues.

The aim of the negotiations is to ensure the signing of the agreement in Bucharest until December so that the deal could take effect on 1 January 2007.

At the start of next year Romania and Bulgaria will join the European Union, which means that they automatically leave CEFTA. Therefore, the remaining CEFTA members - Croatia and Macedonia - expect Bosnia, Montenegro, Serbia, Albania and Moldova to enter the Central European Free Trade Agreement.

Joining the CEFTA, they will be committed to act according to World Trade Organisation rules in the foreign trade sector.
