US diplomat calls on Bosnian parliament to consider his proposal of constitutional changes

MOSTAR, Oct 3 (Hina) - The former chief deputy to the international community's high representative in Bosnia-Herzegovina, US diplomat Donald Hays, has drafted amendments to the Bosnian Constitution that will soon be made public, the Bosnian Department of Voice of America said in a programme that was broadcast live by Mostar Radio on Tuesday.
MOSTAR, Oct 3 (Hina) - The former chief deputy to the international community's high representative in Bosnia-Herzegovina, US diplomat Donald Hays, has drafted amendments to the Bosnian Constitution that will soon be made public, the Bosnian Department of Voice of America said in a programme that was broadcast live by Mostar Radio on Tuesday.

In the programme Hays called on the new Bosnian parliament, which will be formed based on the results of Sunday's general election, to consider his proposal as soon as possible and put forward amendments.

Hays called for strengthening the role of the prime minister and establishing a more effective parliament.

It is necessary to establish a balance between the state presidency, the government and the parliament, he added.

Speaking of the need to renew a debate on constitutional changes in Bosnia-Herzegovina, the US diplomat did not mention the possibility of territorial reorganisation of the country, which now consists of two entities - the Muslim-Croat Federation and the Serb entity, Republika Srpska.

Hays was also the author of constitutional amendments that failed to win the necessary two-thirds support in the state parliament in April this year.
