The COREPER committee, which comprises ambassadors of EU member states, concluded that Croatia met the conditions for opening negotiations, without any additional benchmarks, on the following policy chapters -- right of establishment and freedom to provide services, economic and monetary policy, and entrepreneurship and industrial policy.
In order for the negotiations to be opened Croatia has to submit its negotiating positions, while the EU has to agree its joint negotiating position, which is drafted by the European Commission.
Of the 10 chapters considered so far by the EU Enlargement Task Force and COREPER, Croatia has been given benchmarks for four. Negotiations on one of those chapters, on science and research, have already been temporarily closed.
