The two-day event, entitled "Human resources in curbing terrorism", brought together some 160 security experts from top government bodies, security services, the academic community, the economic sector and representatives of civil society.
Kirin said he hoped the symposium would pave the way for the introduction at the Police Academy of training courses on the subject of the fight against terrorism.
Kirin said that Croatia did not face direct terrorist threats, but that the fact that it was a tourist country and a country in transition made it a potential terrorist target.
The symposium was also addressed by Justice Minister Ana Lovrin and Defence Minister Berislav Roncevic.
