Negotiations on the Stabilisation and Association Agreement are proceeding well on the technical level, but police reform and cooperation with the UN war crimes tribunal in The Hague still represent a problem, Bosnian Foreign Minister Mladen Ivanic said in Brussels on Monday after talks with European leaders.
The EU will most probably decide that the SAA cannot be signed by the end of this year without a police reform, on which there is still no consent in Bosnia, Ivanic said.
Finnish Foreign Minister Erkki Tuomioja expressed hope Bosnia would implement the necessary reforms so that the process of constitutional changes could resume.
