Lajcak described the referendum process as neutral, legitimate and democratic. The pre-referendum campaign may be described as surprisingly peaceful and the leaders of both blocs showed great political maturity and responsibility, he said.
After the talks with Lajcak, Draskovic offered Montenegrin citizens "preliminary congratulations", adding that Belgrade would issue an official statement on the referendum after its official results were announced. He added that nothing would spoil the good relations between Serbia and Montenegro regardless of what the final results might be.
Draskovic would not answer a reporter's question about changes in the Foreign Ministry after Montenegro's independence was formalised.
Later in the day Lajcak will also meet Serbian President Boris Tadic, Prime Minister Vojislav Kostunica and Parliament Speaker Zoran Sami.
