In Podgorica, Lajcak today met with leaders of the bloc for Montenegro's sovereignty and representatives of those in favour of the union with Serbia and who are also labelled as unionists.
During his meetings with Montenegrin Prime Minister Milo Djukanovic and the leader of the pro-Serb Socialist People's Party (SNP), Predrag Bulatovic, Lajcak said that campaigns tended to be too confrontational, which he said was not good.
He urged both blocs to be engaged more in constructive campaigns ahead of the referendum, scheduled for 21 May.
No problems should be made and the situation should not be complicated, regardless of what outcome of the referendum may be, the EU envoy said,
