BRUSSELS, May 22 (Hina) - European Parliament President Josep Borrell on Monday congratulated Montenegrin Prime Minister Milo Djukanovic on the outcome of Sunday's referendum on independence.

In a letter of congratulation, Borrell said the European Parliament's monitoring mission believed that the referendum was conducted in a transparent manner and with a high turnout.

It is now important for Serbia and Montenegro and the entire region to see disassociation talks start in the spirit of cooperation and mutual trust. The prospect of European Union membership and the fulfilment of all membership criteria must be the main goals which should not be thwarted by regional problems, Borrell said.

The State Department today welcomed the democratic atmosphere of the Montenegrin referendum, noting that the issue of Montenegro's status should be decided by Montenegrins.

We welcome the peaceful, democratic and transparent manner in which the referendum was held, State Department acting spokesman Tom Casey said.

Casey would not comment on the referendum results because the final official results are not known yet.
