Tihic requested a one-hour break after the whole day was spent on debates between the advocates and opponents of draft constitutional amendments, who failed to come close to an agreement.
During the discussion it became obvious that the result of the vote would be entirely uncertain, so Tihic suggested new consultations among presidents of political parties so that they could agree positions and some amendments be adopted.
Attending the session, which is due to recommence after midnight, were ambassadors of the United States and the European Union.
