Barroso has sent a letter to Sarajevo welcoming the political agreement on constitutional reforms and calling on parliament to adopt amendments to the constitution, state Presidency chairman Sulejman Tihic's office said in a press release on Friday.
In his letter to Tihic, Barroso said it was now very important for the Bosnian parliament to adopt the amendments as soon as possible so that they could be applied to general elections planned for October.
Adoption of the amendments would send a positive signal to the European Union and its member states about Bosnia's commitment to reform and readiness to move ahead towards Europe, read the letter.
Barroso said he believed Bosnia could not allow itself to postpone changing the Constitution given that it must have effective and functional state structures which would provide for the progress of the stabilisation and association process with the EU.
Bosnia and Herzegovina has European prospects and its future is in the European Union, Barroso said, voicing hope that Bosnia would adopt the constitutional amendments and continue this process within the context of its European future.
He said it was very important that the amendments would extend the powers of the Council of Ministers and thus help the country to function better.
Barroso confirmed that the European Commission was also willing to support the continuation of the constitutional reforms.
