Lajcak made the statement on Thursday during his first official visit to Banja Luka, where he discussed the situation in the country with the Bosnian Serb leadership.
Lajcak said a new atmosphere was needed to achieve compromise solutions in the upcoming reform of police forces and constitutional changes.
Police reform is one of the main conditions Bosnia and Herzegovina must meet in order to sign a Stabilisation and Association Agreement with the European Union, which is considered the first step on a country's road to the EU.
