Josipovic said that amendments to the Constitution were necessary so that reforms could be implemented and crimes committed during the privatisation process as well as war profiteering would not fall under the statute of limitations. This must not go unpunished, he said, adding that constitutional amendments had already been presented in parliament as a general national and non-party initiative.
Josipovic said that some individuals were scaring citizens into believing that this would be a blow to enterprise and the economy while in fact this would be exclusively a blow to crime.
The Social Democrats would like to amend Article 31 of the Constitution under which nobody can be punished for a crime unless this crime is defined by the law and nobody can be tried or punished for a crime that they have already been acquitted of or convicted for.
