Govt. launches unified system for management of court files

ZAGREB, June 4 (Hina) - The project of a unified information system for the management of court files, e-SPIS (e-FILE) , was launched in the government headquarters on Monday in the presence of PM Ivo Sanader and Supreme Court President Branko Hrvatin.
ZAGREB, June 4 (Hina) - The project of a unified information system for the management of court files, e-SPIS (e-FILE) , was launched in the government headquarters on Monday in the presence of PM Ivo Sanader and Supreme Court President Branko Hrvatin.

The project, which aims, among other things, to improve judicial efficiency by making court proceedings faster and more transparent and by preventing corruption, was initiated by the Justice Ministry as part of the reform of the judiciary.

Justice Minister Ana Lovrin said that the information system provided a basis for the improvement of efficiency in individual cases and in the entire system.

The project will enable the monitoring of cases from the beginning to the end and provide for better management of court procedures.

The system e-SPIS has already been introduced at the Pula Municipal Court and the Split Commercial Court, the minister said, adding that the training of Zagreb judges was under way so that the system could be introduced at courts in the capital in September.

Next year the system is expected to be introduced at 70 municipal and county courts, prosecutors' officers and police courts, and linked with other bodies of state administration.

Supreme Court President Branko Hrvatin said the system would contribute to improving the transparency of the judiciary and the monitoring of court cases, prevent the influencing of judges and corruption, as well as expedite court proceedings and improve their quality.

The system is not directed at the vast majority of judges who are doing their job responsibly, but at a minority which is not doing its job as it should, Hrvatin said.

PM Sanader said e-SPIS was one of the best projects of his government and underlined the importance of all being equal before state institutions.

He added that the project was a contribution on the road to a society of justice and fairness.

Sanader recalled the previously launched projects Hitro.hr and Hitrorez which are aimed at removing at least 20% of regulations that have been found to be unnecessary.

Pula Municipal Court President Bruno Cohilj said the e-SPIS system would randomly chose judges to be delegated cases, which would prevent manipulation and help distribute work evenly. Exceptionally, it will be possible to hand in a case, but this will have to be accompanied with an explanation, Cohilj said, adding that the system would enable the monitoring of the conduct of the parties involved, the speed of work, etc.
