According to the office, 51,702 people, or about 50 per cent of the county's population, were forced by Yugoslav army-backed Serb paramilitary troops to leave their homes during aggression in 1991.
The highest rates of return were recorded in areas where Croats had constituted a majority before the war. Nustar is one such area, where 94.6 per cent of displaced persons have returned.
On the other hand, the lowest return rates were reported in municipalities predominantly populated by Serbs. For example, 27.5 per cent of displaced persons have returned to Borovo, while none of the four displaced persons from Negoslavci have returned to their homes.
Of 22,061 persons who were forced to leave Vukovar, 12,332 have returned, or 55.8 per cent.
