EU High Representative for Foreign Affairs and Security Policy Catherine Ashton and Enlargement Commissioner Stefan Fuele sent a letter to the member countries enumerating the achievements in the normalisation of relations between Serbia and Kosovo under the EU's aegis.
According to diplomatic sources, the letter calls for a clear and positive decision on Serbia and Kosovo to encourage them to continue with the normalisation.
Ashton will brief the EU foreign ministers about the progress in Luxembourg on Monday. Conclusions on a possible date for Serbia and the SAA with Kosovo are expected on Tuesday.
According to diplomatic sources, most member countries want Serbia to open EU entry talks in October, while Germany would like this to be January at the earliest, provided the agreement on normalisation of relations with Kosovo is honoured and implemented.
