High Rep says Bosnia lags behind in European association process

MOSTAR, Nov 9 (Hina) - The international community's High Representative to Bosnia and Herzegovina, Valentin Inzko, has warned in his semi-annual report to the UN Security Council, published by his office on Thursday, that Bosnia lags behind in European integration and about a significant increase in challenges to the Dayton Peace Agreement by the authorities in the Serb entity.

"Bosnia and Herzegovina has made little progress towards Euro-Atlantic integration over the last six months and seen a significant increase in direct challenges to the Dayton Peace Agreement," Inzko wrote in the regular report he will present to the Security Council on Tuesday.

"The promising developments of early 2012," when the new Council of Ministers was formed, "have stalled and political parties engaged in a protracted series of power struggles at all levels," Inzko reported.

"Occurring against the backdrop of campaigning for local elections, these political maneuverings have taken precedence over the pressing needs of citizens and the country as a whole."

Inzko said the leadership of Republika Srpska "has intensified its six-year policy of open and direct challenges to the fundamentals of the Peace Agreement. Statements by senior RS figures, as well as actions initiated by them to erode the competencies of the state, raise profound doubts about the commitment of the current RS leadership to the most fundamental aspect of Dayton - the sovereignty and territorial integrity of BiH."

Inzko said the Bosnian authorities "have done little" to implement the requirements for the closure of the Office of the High Representative, and that October 7 local elections were not held only in Mostar "due to the ongoing failure" of local political parties to agree on new electoral rules for the city, since old ones were repealed by the Constitutional Court.
