It is unclear which moves the five parties could take given that SDA president Sulejman Tihic has said that his party will not leave the coalition of its own accord. "If we leave the government, who will defend the state's interests," he has asked.
Dnevni Avaz daily quoted HDZ BiH president Dragan Covic as saying that it was clear that there would be a reshuffle in the Council of Ministers, where the defence and security ministers are from the SDA.
"I'm sure those activities will be launched as early as next week. I wouldn't like to speculate on the consequences or the direction this could take. I don't like that this is happening, but it's absolutely certain that it will happen," Covic said.
Social Democratic Party (SDP) vice president Damir Hadzic said the party was willing to reshuffle the Council of Ministers. He said it would be best if the SDA ministers resigned but conceded that this was unlikely. "If the SDA isn't ready for such a move, there's no doubt that we will initiate the procedure, this or another week, but very soon."
Hadzic said the SDP was of the opinion that the state should be run by those who had voted for the budget.
The president of the Alliance of Independent Social Democrats, Milorad Dodik, who had been among the first to advocate ousting the SDA from the ruling coalition, said that after the budget vote he did not care if the SDA stayed in the coalition, adding that this depended on whether the SDP would ask the SDA to leave the coalition.
The possible government reshuffle has led to speculation that the opposition Alliance for a Better Future (SBB) could replace the SDA in the ruling coalition given that it voted for the budget together with the five coalition parties.
Its president, media tycoon Fahrudin Radoncic, said the SBB voted for the budget having assessed that its adoption was in the state's best interest, adding that it "has nothing to do with our ambition to take the SDA's place in the coalition if it is vacated."
The media and analysts estimate that the strained relations within the ruling coalition are a preparation for municipal elections due in October.
