A union of employees in the State Investigation and Protection Agency (SIPA) sent a letter to Security Minister Sadik Ahmetovic on Monday saying SIPA will go on strike if salaries are cut.
The union said police were doing the most demanding jobs and that their wages were below average.
"Propose cuts in fuel, telephone (bills), expense accounts, per diems, the purchase of new vehicles," the union said in the letter.
If wages are cut, SIPA will go on strike together with the Directorate for the coordination of police agencies, the border police, customs and all other institutions whose employees are members of civil servants' unions.
The average monthly salary in Bosnia is 824 convertible marks (about 410 euros), while the average salary in SIPA has been KM 650 (about EUR 320) since 2006.
The Council of Ministers is expected to adopt the draft budget by the end of next week at the latest. The draft then has to be approved by the state Presidency and forwarded to parliament for adoption.
The Finance Ministry has proposed a KM 950 million (approx. EUR 475 million) budget for 2012. It could finance the state's basic needs only with drastic austerity measures which include a five per cent salary cut for all government employees.
