Babacan said a humanitarian drama was taking place in Syria which the people of Bosnia and Herzegovina could best understand.
Turkey has opened its doors to the refugees from Syria and all the next steps will be taken in a legitimate fashion, he said, adding that Turkey had been with the Syrian people from the beginning of the conflict, respecting the country's international legitimacy.
Babacan said there were about 150,000 Syrian refugees in Turkey at the moment.
During talks with Bosnian Presidency Chair Bakir Izetbegovic, he announced the possibility of giving loans to returnees in Bosnia and Herzegovina, notably for farming.
