ZUBAK DISSATISFIED WITH RESULTS OF BOSNIAN FEDERATION GOVT

SARAJEVO, Nov 8 (Hina) - The president of the Croat-Moslem federation in Bosnia-Herzegovina, Kresimir Zubak, today told a federal assembly session in Sarajevo that the overalapping of authority of the Republic and the Federation was a chief stumbling block to implementing the Washington accords. Zubak reminded that the Federation Constitution, adopted on March 30, said that the authority of the Republic should not affect that of the Federation. Zubak described results achieved by the Federation Government as unsatisfactory. He said most deadlines for establishing government bodies in municipalities and counties were not respected, noting that only Tuzla County had been founded. According to Zubak, the joint Bosnian Army and Croat Defence Council (HVO) command had fulfilled its task, with military cooperation between the two parties being established on the ground. He said the Bosnian Army and the HVO fought together against Serbs in northern Bosnia, while elsewhere in Bosnia the HVO offered artillery back-up and logistic support to Bosnian Army operations. In discussion following Zubak's report, a Moslem Democratic Action Party (SDA) member criticized delay in establishing municipal government bodies in western Herzegovina, saying that the funcitioning of republican bodies was much less of a problem than the existence of Herzeg-Bosnia.
