ZAGREB, Feb 3 (Hina) - The annual State Department report on human
rights included a 15-page chapter on Serbia and Montenegro. The
report said that "human rights violations increased in Serbia
during 1993, but Montenegro's human rights record was not as poor."
"Ethnic minorities continued to suffer most," said the report,
noting a "resurgence of the campaign of harassment against non-
Serbs in the province of Voivodina." As a result, many ethnic
Croats and Hungarians were forced to emigrate, said the report.
